The factors of light, space, air and water need to be properly balanced in order to effectively stimulate vigorous growth.

First, weak lighting will make seedling stems stretch, so I recommend your lights should be very bright and close to keep stems strong and help seedlings develop evenly. There are two ways to make the space brighter, you may add more lights, or you may make the space smaller. Warmth also coaxes the seed to sprout, so lighting should be close to the tops of the pots. CFL lighting makes this possible, being bright and relatively cool as well. Lights can be within four inches of the plant without burning them. Lighting for seedlings should be set to sixteen hours light and eight hours of dark for the first two to three weeks before moving to 12-1 schedule.

In the above photo, the upper wardrobe shelf space is twenty-one inches high by twenty-one inches deep by thirty-two inches wide, and lit with 700w (equivalent wattage) CFL lights (The actual power draw is 214w). The lights hang down nine inches from the top, and the pots were five inches tall. The lights in the wardrobe were just eight inches from the tops of the pots, and the warmth caused the seedlings to pop up in just two days.
